Why Would Starfleet Need Omega?

The penultimate episode of Star Trek Starfleet Academy dropped some big hints as to the Federation's next goals and steps with the infamous Omega Molecule. First seen in Voyager, the Omega Directive has longs since protected against the destruction of subspace and the ability for faster than light travel like warp to continue to function. So what changed and why would Starfleet be developing a synthetic Omega 47 variant at a classified weapons lab? Also I talk a little about the Venari Ral.
